Preventing Bias by Proxy: Sausalito PD’s Commitment to Fair Policing

Bias by Proxy occurs when someone's biases, such as racial or ethnic prejudices, lead them to call law enforcement about a person who isn’t actually engaged in illegal or suspicious behavior. This practice of Bias by Proxy is not only unlawful but is also dangerous and harmful to everyone involved. When police respond to such biased calls, it undermines their legitimacy and erodes community trust in law enforcement. Misusing police authority in this manner can result in serious personal consequences for those unfairly targeted, wasting police resources and damaging the relationship between law enforcement and the community.

The Sausalito Police Department has implemented policies and training to help officers identify and disrupt Bias by Proxy when responding to calls. Dispatchers at the Marin County Sheriff’s Office Communications Center have been trained to flag and screen for bias-based calls. However, our community also plays a crucial role in preventing Bias by Proxy from happening in the first place.

Three Considerations: To help prevent Bias by Proxy, the Sausalito Police Department encourages everyone to use a simple tool: the “Three Considerations” before contacting the police.

  1. Consider the Behavior: Do I see behavior that makes me think someone is committing a crime or endangering someone?
  2. Consider your Assumptions: If a friend or neighbor were acting the same way, would I think someone should call the police?
  3. Consider your Reaction: Are the police the most appropriate service providers for the situation?

If the answer to any of these questions is “No,” consider calling other service providers.

Remember, a person’s race or appearance is NEVER a good reason to call the police.
